When I try to start Windows Me I receive an error that says: 'While initialising device IOS. Error: An I/O subsystem driver failed to load. Either a file in the .\iosubsys subdirectory is corrupt or the system is low on memory. System halted'. I reinstalled Windows Me, but I still get the error. How can I get past this?

Either something is very wrong with your computer and important files are corrupt (or appear to be corrupt when they are read) or there is not enough memory. Windows Me requires at least 32MB of memory. You can check that all of your system's memory is being recognised by right-clicking My Computer and selecting Properties.
This problem can also occur if you have used the Advanced option of the System Configuration Utility (Msconfig) to limit the amount of memory available to Windows to a value less than 32MB. This option should only be used when trying to troubleshoot suspected faulty memory.
To overcome the problem, hold down the Ctrl key while Windows boots. This should get you into Windows in Safe Mode. You can then run Msconfig, click the Advanced button and clear the 'Limit memory' checkbox.
